Diameter server options

Capabilities advertise application IDs and vendors during peer connection setup. Peer adjacencies select a local identity, direction, and incoming listener or outbound connect block. A peer group controls destination selection for Diameter backends. Policies and handlers select requests by destination realm, application ID, and other metadata. Resource limits bound per-domain memory and connection use.
