Lua helpers for RadConf variable access and filter chains

RadConf API for Lua
The global radconf namespace provides variable access and filter chains.
Functions use the request currently executing the script.
Use radconf for variable access and filtering with the same paths and filters
as RadConf. Integer results in the signed 64-bit range retain every digit and
support native integer arithmetic. See value conversions
for examples and the numeric differences from existing context methods.
