Setting up a new Netlogon secure channel after connection failure

Logged when a netlogon backend cannot open a new connection to the domain controller at address that holds its secure channel, or that domain controller refuses the connection for the channel. The error field shows the cause. The backend discards the secure channel and authenticates the machine account again. It resolves endpoint again for the new channel, so it can reach another domain controller behind the same DNS name.
