Netlogon connection setup is backing off

Logged when a request needs a new connection while a netlogon backend waits after failed connection attempts. The request fails immediately instead of contacting the domain controller. The backend tries again after retry_in.

The wait starts after a connection attempt fails, after an attempt is still unanswered when the request times out, and after the domain controller refuses a newly set up secure channel. The wait doubles with each failure up to about 30 seconds and resets after the first logon that the domain controller answers on the secure channel.
