A TACACS+ connection closed after a transport or decoding error.

Promotion: WARN
Logged when reading the next TACACS+ frame fails. The error field describes the failure.
Use error and peer address to distinguish a reset or network loss from malformed traffic.
Review the listener configuration only when the
local transport is incorrect.
