Packet was ignored while the service was unavailable.

Promotion: WARN

Logged when Radiator is not ready to admit a received packet. Radiator discards the packet.

Check application readiness and preceding startup, reload, shutdown, or fatal-error messages. Traffic should resume only after the service reports ready.
