RADIUS exchange state rejected an operation
RADIUS packet state did not support the requested processing operation.

Logged when RADIUS processing finds packet state that is incompatible with the requested
operation. The reason field identifies whether the exchange is immutable, invalidated,
parsed-only, missing packet or response state, using the wrong direction, or missing a validated
request.
Inspect reason and the policy context. Correct the policy operation or report the event
if normal RADIUS processing produced the incompatible state.
