OTP authentication response is not UTF-8

An OTP response cannot be decoded as text.

Logged when a HOTP or TOTP action receives PAP response bytes that are not valid UTF-8. otp_type and response_length identify the method and size.

Check the client response encoding and the secret expression in the HOTP or TOTP action.
