Database connection acquisition timed out

Logged when a database connection cannot be acquired within timeout and the pool is not observed to be full.

Check database availability, connectivity and connection establishment latency. Compare backend Timeouts and PoolExhausted counters to distinguish acquisition delays from exhausted PostgreSQL or MySQL pools. Investigate these causes before increasing the backend action timeout.
