Database backend connection configuration

Logged when Radiator configures a MySQL, PostgreSQL, or RadiatorDB backend connection. Fields identify the backend and server and contain the configured connection URL or individual connection options. Passwords and credential-bearing URL parts are obscured unless secret exposure is explicitly enabled.
