Waiting for TACACS+ TLS client connection data timed out

Logged when a TACACS+ TLS client does not send its first connection byte before the accept timeout. Slow or broken clients can cause isolated timeouts; repeated events from a small source set can indicate connection exhaustion.

Check the source distribution and the matching ip-accept timeout, followed by the client timeout and listener timeout.
