RADIUS backend TCP connection timed out

Logged when a RADIUS/TCP or RADIUS/TLS backend does not establish its TCP connection before the deadline. The peer_addr and connection_timeout fields identify the destination and configured deadline.

Check backend availability, routing, and firewall policy. Adjust connection-timeout to allow healthy connections while rejecting failed destinations promptly. A longer timeout delays backend failure detection and can delay fallback or a customer response.
