Users file refresh failed

Logged when a users-file backend cannot read or compile a requested replacement. The last published users remain available. A successful refresh resolves the dependency fault even if the restored contents are unchanged. It is logged only when an alerts block enables backend incidents.

Check the file path, read permissions and syntax identified by the attached error. Restore a valid file and reload it.
