Retrying RADIUS backend required connection

Logged when RADIUS opens a connection to restore the backend's required connections, during background connection maintenance or on demand for a request. While a backend incident is open, the attempt counts as recovery progress for it. It is logged only when an alerts block enables backend incidents.

Inspect the incident's original and latest errors if recovery does not complete.
