A configured metric or backend condition alert changed state.

Per-request tracing: No
Logged when an enabled, unsilenced metric or backend condition alert changes state and its logging setting selects this level for the transition.
The alert, group, metric_namespace, and state fields identify the condition.
Inspect the namespace, current value, and configured threshold or backend recovery condition.
