Incident reopened

Logged when a backend that had recovered reports a new failure before its incident's clearing period ended. The incident becomes active again with the same incident_id, so the earlier recovery did not hold. Only the backend's own failure events reopen an incident; other warnings and errors do not. It is logged only when an alerts block enables backend incidents.

Treat the dependency as still failing. Compare the original and latest errors in the record to see whether the same cause returned. See backend incidents.
