Incident clearing

Logged when a backend confirms recovery from every failure in an incident. The incident stays open for its clearing period, 15 minutes unless clearing_period sets another length, and closes if no new failure occurs. The record retains the original failure, start time, recovery time in clearing_since, severity and configured priority. It is logged only when an alerts block enables backend incidents.

No action is needed unless the incident reopens. Use incident_id to follow it until the closing record. See backend incidents.
