Diameter connection opened
A Diameter connection completed its capability exchange and became the adjacency's Open connection.

Logged when a Diameter connection becomes the selected Open connection of its adjacency after a successful CER/CEA exchange or connection election. diameter_connection_direction is inbound when the peer connected to a local listener and outbound when Radiator connected to the peer. A later closure of the same connection is logged with the same diameter_connection_id and diameter_generation.
