Deferring persistent Diameter adjacency connection cycle
A persistent Diameter adjacency postponed its connection attempt because the adjacency was changing state.

Per-request tracing: No
Logged when an outbound adjacency supervisor finds the adjacency in use by
another connection or changed by connection election while it was preparing a
connection attempt. This happens in both mode when the peer connects to
Radiator Server at the same time. The supervisor waits for its next reconnect
delay and tries again; while another connection is Open, it waits until that
connection is lost.
