Could not check socket bind against ephemeral ports

The kernel port allocation settings could not be inspected before a fixed bind.

Logged when Radiator cannot read or parse /proc/sys/net/ipv4/ip_local_port_range or /proc/sys/net/ipv4/ip_local_reserved_ports before using an explicit local TCP or UDP port. The bind is still attempted, but Radiator cannot determine whether automatic allocation could claim the same port.

Check the logged error and make the network namespace's port allocation sysctls readable by Radiator. The local_addr and transport fields identify the affected endpoint.
