Completing inbound Diameter capability exchange failed

Logged when an admitted Diameter connection cannot complete capability exchange. The peer receives a failure CEA when one can be built: 5010 when the peers share no application and 5017 when the peer requires in-band security on an unprotected TCP connection.

Check the attached error and verify the peer's CER, configured identity, realm, applications, in-band security, and TLS authentication.
