Closing Radius backend server degraded connection

Empty degraded RADIUS backend server connection is closing.

Logged when an empty connection belongs to a degraded RADIUS backend server and is removed from the connection pool. See backend load balancing. When an alerts block enables backend incidents, incident records report this change instead.
