Backend service-level status became degraded.

Per-request tracing: No

Promotion: WARN

Logged when backend monitoring detects degraded operation but the backend remains usable. When an alerts block enables backend incidents, incident records report this change instead.

Use the backend and reason fields with backend Errors and Timeouts counters to diagnose the dependency.
