Answered Diameter capability exchange received on an Open connection

A Diameter peer sent CER on an already Open connection and Radiator answered it.

Logged when a peer sends a Capabilities-Exchange-Request on a connection that is already Open. As RFC 6733 section 5.6 requires, Radiator answers with a CEA that advertises its unchanged capabilities and keeps the connection Open. Capabilities are not renegotiated, so the applications agreed when the connection opened stay in force.

No action if the peer works. If the peer expects new capabilities to take effect, reconnect it so a new capability exchange runs.
